I cannot turn in the quest Tour the Trading Post despite meeting the requirements

There are no current known issues with completing the Tour The Trading Post quest in World of Warcraft. If your character cannot see the NPCs to turn in the quest, they may be phased. Please refer to Character Can't See NPCs or Other Players in Main City.
