The Frigid Timewarped Prism is a unique item, so you can only hold one at a time in your inventory. This includes both your bank and your active bags.
If you see this item on the boss or receive one in the mailbox you are unable to loot, you probably have one already in your bags or bank. If you have one, use the item before claiming the new one from the mailbox.
